Three years after the 2022 floods, the official recovery in Sindh had been declared one of the largest housing programmes in the world. South Asians for Human Rights — a regional human rights network — wanted to know what that recovery actually looked like on the ground.

In January 2025, SAHR sent a fact-finding mission to Larkana, Shikarpur, and Nawabshah. Red House co-founder Zubair Ashraf served as the mission’s rapporteur — joining the mission team for field interviews, focus group discussions, and direct site observation, then authoring the resulting report.

Swept Away by Floods and Promises documents the gap between recovery on paper and recovery in practice — across housing, governance, gender, disability, agriculture, and climate finance. Published by SAHR in 2025, the report’s findings are addressed to actors in Pakistan, in the international financial system, and in the Global North.
